2 Tianjin Binhai Service Outsourcing Industry Park-- Global Office of the Bohai Area

Tianjin Binhai Service Outsourcing Industry Park (TBSP) is located between the Beihai road in Tianjin Development Zone on the west and Tianjin Tax & Customs Bureau on the east. The Binhai International Exhibition center lies to the south and the Modern Industrial Area of the Development Zone lies to the north. The park is being jointly developed by Dalian Software Park Co. Ltd. (DLSP) and Tianjin Economic & Technical Area (TEDA) on a total land area of 890,000 square meters. The first phase is being built on an area of 150,000 square meters with an estimated investment of RMB 600 million, and will be put into operation by the end of 2008. Tianjin Binhai Service Outsourcing Industry Co. Ltd. will be in charge of park property management. Over the course of the next 5 years, TBSP will uphold their principle of “Professional, World Class and International” and establish an industrial park with office space of 1 million m2 and supporting facilities covering an area of 500,000 m2. Total employment in the park will exceed 60,000, and the cumulative income of the companies will reach RMB 15-20 billion. Through these achievements TBSP will aim to become the preferred partner for global ITO & BPO operations in China.

四、入园优惠政策

天津市政府对外包产业的发展极其重视，为入驻企业提供系统的政策优惠，其优惠政策的彻底性和全面性充分体现了天津作为新兴外包基地的魅力之一。

【服务外包专项基金】天津市政府每年安排服务外包产业发展2亿元专项资金，对入区外包企业给予相关扶持和补贴；

【办公用房补贴】符合本规定的企业和机构，在开发区范围内购置自用办公用房的，根据项目情况给予最高1000元/平方米的购房补贴，补贴面积为最高2000平方米；在开发区范围内租赁办公用房的，租用面积1000平方米以下部分按最高20元/平方米/月的标准给予补贴，租用面积超出1000平方米以上的部分，按最高10元/平方米/月的标准给予补贴，以上租房补贴期限为3年。

【培训补贴】符合规定的企业在境内培训核心岗位员工，经审核后享受培训补贴。补贴标准为每个企业每年不超过500人次，每人每年最高3000元，补贴期限为3年。鼓励区内服务外包企业申请建立大学生见习基地，对基地引进的大学生给予每人每月500元的实习补贴。

【通讯补贴】对符合规定的企业发生的国际专线费用给予30%的补贴，每年补贴金额不超过30万元，补贴期限为5年。

【知识产权保护】符合规定的企业和机构用于保护知识产权和打击专利侵权行为的费用支出，开发区给予一定比例的资金支持。

【税收补贴】对服务外包企业提供财税等政策支持。对符合规定的服务外包企业，减按15％的税率征收企业所得税。同时，根据国家优惠政策享受两免三减半，以及各类型的优惠政策整合方案。

4 Preferential Policies & Incentives in the Park

The Tianjin government strongly promotes the development of the service outsourcing industry and grants a series of substantial incentives for such operations:

[Industry Special Subsidy Fund] Tianjin Government was granted a special fund of RMB 200 million for the development of the service outsourcing industry; this fund will provide generous subsidies to the qualified companies.

[Office building using subsidies] For the qualified companies purchasing their own office, the government will give a maximum RMB 1000/m2 purchasing subsidies with the maximum area of 2000m2. For the first 1,000m2 of office space rented, the government will provide a subsidy of RMB 20/m2/month; for space exceeding 1,000m2, the subsidy will be fixed at RMB 10/m2/month. The above rental subsidy is for the period of 3 years.

[Training subsidies] The qualified companies can receive training subsidies for the key staffs after examination. The maximum subsidy is RMB 3000/person/year for the period of 3 years with the maximum 500 persons. The government encourages the service outsourcing companies to establish college students internship base and RMB 500/month is allocated to the company for each university graduate recruited.

[Telecommunications subsidies] The government will pay 30% of the expenses for internationally dedicated lines to a maximum of RMB 300,000/year; the subsidy is available for a period of 5 years.

[Intellectual Property Protection] The government will partly finance the IPP service fee

[Tax incentives] the government offers tax incentives for service outsourcing companies with the income tax rate calculated at 15% instead of 25%. Additionally, the company will be tax exempt for the first 2 years of operation and tax deduction to half for the period of 3 years.
